О проекте Санарип Инсан

Проект «Продвижение равных экономических возможностей и устойчивости молодежи» (далее Санарип Инсан) реализуется Общественным Объединением «Кыргызское Отделение Интернет Общества» (далее Айсок) при содействии Представительства Европейского Союза в Кыргызской Республике.

Санарип Инсан направлен на развитие знаний и навыков в области цифровой и зеленой экономики у молодежи и женщин, проживающих в регионах. Проект предусматривает проведение информационных мероприятий для повышения уровня цифровой грамотности в сотрудничестве со средствами массовой информации и социальными сетями; адаптацию и разработку учебно-методических материалов с представителями сектора образования, а также проведение совместных инициатив с заинтересованными сторонами и государственными органами по обучению молодежи работе на цифровых платформах – электронное правительство, электронная коммерция и цифровая экономика. Долгосрочными целями проекта является улучшение индикаторов защищенности молодежи в соответствии с Целям Устойчивого Развития 2030.

В рамках проекта проведено обучения во всех регионах страны, тренинги по цифровому туризму и электронной коммерции были организованы в 10 густонаселенных районах Кыргызстана, в которых приняли участие молодые люди, женщины и предприниматели из сферы туризма и коммерции.

Тренинги длились 2 дня, в течение которых участники совершенствовали свои базовые цифровые навыки и знания по методике MISTT (Mobile Internet Skills Training Toolkit) для работы на платформах цифрового туризма и эффективного делового использования социальных сетей, таких как Instagram, TikТок, Фейсбук; А так же, как зарегистрироваться и использовать Google My Business, мессенджеры Whatsapp, Telegram, карты Google.com и 2ГИС, платформы бронирования, такие как Booking.com, AirBnB, Expedia, Agoda, Bronevik.com, обзорные сайты, такие как TripAdvisor.com Shelter PMS, Edelweiss, Fidelio и WebPMS Travelline узнали о системах автоматизации управления отелями. По окончании тренингов участникам были вручены сертификаты.

На тренингах по “Электронной коммерции” участники получили следующие навыки: Презентация предлагаемых товаров или услуг с помощью фото, видео и текста в соответствии с современными требованиями рынка; создать текстовое описание; секреты написания и копирайтинга текстов для рекламы, постов, статей, технических заданий. Также практика мобилографии; освоили секреты съемок, монтажа и размещения на электронных площадках через соответствующие приложения.

На основании выше обозначенного, Кыргызское Отделение Интернет Общества объявляет конкурс среди заинтересованных организаций/группы экспертов для предоставления услуг по изготовления видеороликов история успеха бенефициаров проекта.

Для поставщика услуг по созданию видеороликов:

  • Проведение видеосъемки производится на объектах, предложенных Заказчиком. Проведение видеосъемки должно включать работу видео оператора, осветителя и режиссёра. Все съемочное и осветительное оборудование предоставляется Исполнителем.
  • Предполагается видеосъемка героя
  • Количество роликов – 8 (7 роликов “Истории успеха” и 1 общий обзорный). Хронометраж видео от 3 минуты до 5 минут.
  • Монтаж может включать в себя соединение отснятого видеоматериала и монтаж согласно утвержденному сценарию.
  • Черновой видеомонтаж должен быть представлен заказчику для утверждения.
  • По замечаниям заказчика должны быть внесены исправления, которые могут касаться видеоряда.
  • По замечаниям заказчика производится окончательный видеомонтаж.
  • Видеоролик предоставляется заказчику для утверждения.

Описание объема работы:

  • Подготовка к съемкам;
  • Съемочный процесс (организация съемок на профессиональном оборудовании на утвержденных локациях);
  • Мультимедийный пост-продакшн (визуальные эффекты, графическое оформление, оцифровка и обработка исходных данных, видео-монтаж, цветокоррекция, саунд-дизайн, вставка анимации и других компонентов)
  • Передача созданных материалов на переносном носителе или через облачное хранилище

Ожидаемые результаты:

Техническое задание должно быть выполнено в период с 25 июня по 25 августа  2023 года. Сроки сдачи  продуктов Айсок обсудит с выбранным Исполнителем при заключении контракта. Исполнителю  необходимо на каждом этапе согласовывать с клиентом проекты продуктов. Примеры материалов см. в Приложении 1

Основные характеристики результата: 

  • качественный видеоряд;
  • динамичное видео с элементами сторителлинга;
  • передача ключевых сообщений;
  •  с субтитрами на русском и английском языке.

Продукты:

  • Три языковые версии основного финального видео (с кыргызской-оригинал, версия с субтитрами на русском и английском языке) длительностью от 3 до 5 минут в формате динамичного видео с использованием инфографики.
  • Три языковые версии видео общего обзора (с кыргызской-оригинал, версия с субтитрами на русском и английском языке) длительностью от 10 до 15 минут в формате динамичного видео с использованием инфографики.
  • Видео, адаптированные для соцсетей (Instagram, Facebook, TikTok).
  • Обработанные фотографии.
  • Все исходные файлы.

Требования к видеоматерилам: 

  • Исполнитель должен обеспечить создание визуального оформления с графическими элементами, инфографикой и анимацией, финальной заставкой с всеми логотипами. Дизайн графических элементов должен соответствовать параметрам, описанным в гайдлайне по графическим требованиям;
  • Исполнитель должен обеспечить профессиональные высококачественные переходы, высококачественный звук, озвучку на кыргызском языке, соответствующую фоновую музыку в видеоматериале. Исполнитель предоставляет фоновую музыку с соблюдением авторских прав;
  • Исполнитель должен предоставить предварительный результат на рассмотрение и утверждение Заказчиком 25 августа 2023 года и финальный вариант 5 сентября 2023 года.
  • После подписания договора объем работ включает в себя:
    • Встреча с командой проекта Санарип Инсан для обсуждения сценария видео и графика съемок
    • Подготовка сценария/раскадровки и получение одобрения от проекта
    • Съемки в Ошской, Жалал-Абадской, Чуйской, Нарынской, Иссык-Кульской, Таласской, Баткенской областях (в каждой локации по одной съемке)
    • Производство первой версии видео, получение отзывов от проекта
    • Изготовление финальных версии
    • Предоставление финальной версии с субтитрами.

Передача результата: 

Исполнитель предоставит окончательный Full HD вариант видеопродукции (весь видеосюжета) и весь архив видеоматериалов и звуковых файлов на жесткий диск. Также Исполнитель размещает файлы на файлообменник и предоставит Заказчику ссылку на скачивание файла. При передаче материалов все права (использование и распределение) собственности передаются в проект Санарип Инсан в Кыргызской Республике.

Все материалы, разработанные в рамках данного Задания, являются собственностью проекта “Санарип Инсан” и могут быть переданы третьим лицам только по согласованию с проектом.

Подотчетность и координация

В рамках исполнения данного технического задания Консультант подотчетен Координатору проекта Санарип Инсан. Консультанту необходимо информировать Координатора о прогрессе исполнения задания, и о каких-либо трудностях, возникших в процессе выполнения работы.

Форма договора

Предпочтительная форма договора – гражданской-правовой договор на оказание услуг, что требует от соискателя наличия регистрации в качестве юридического лица или индивидуального предпринимателя.

Условия оплаты

Оплата оказанных услуг будет произведена по изготовления видеороликов и после его проверки на основании выставленного счета и Акта приемки оказанных услуг по безналичному расчету платежным поручением путем перечисления денежных средств на расчетный счет Исполнителя, указанный в счете на оплату. Все налоговые и социальные отчисления по настоящему заданию будут включены в сумму договора и являются обязанностью Подрядчика, а также сдача “Электронного счет-фактура” (ЭСФ) в налоговую службу. Информация об отчетности будет предоставлено дополнительно.

The Accountant will manage bookkeeping and related financial activities of the ISOC Kyrgyz Chapter. ISOC runs several paralell projects run by team leaders, project managers with each requiring its own similar set of the accounting activities. Projects related to digital skills, internet connectivity, cyber security, school connectivity, digital literacy, research in technologies, artificial intelligence, advocacy and policy advisory.

Qualification requirements

At least 5 years of work experience in an accountant position.

Experience with international organizations’ accounting procedures is preferred

Knowledge of financial reporting procedures of the international organization (European Union, Soros Foundation, UNDP, USAID, US Embassy etc.).

University Degree in Finance, Accounting, or a related field.

English Language Proficiency preferred.

Professional Certificates, CAP preferred.

Duties

1) Maintaining accounting and financial records, including:

a)      Maintaining books and records of financial assets, inventory management, and operating cost accounting;

b)     Tracking financial flows in accordance with the policies and procedures of international counterparts;

c)      Preparation of funding request forms and financial plans in accordance with the office budget;

d)     Transfer of taxes and other payments and fees to the relevant state organizations;

The Internet Society Kyrgyz Chapter is a non-profit organization founded in Bishkek in 2016 to improve Internet connectivity in the Republic. The goal of ISOC Headquarters and the local office is dedicated to creating a “Healthy Internet for Future Generations”. Duties

The Grants Manager will be based in in Bishkek and will assist the Project Coordinator in the program’s grants portfolio and compliance with European Commission, European Union and ISOC rules and regulations

Assist in the process and development of calls for proposals and participate in subsequent review processes

Analyze and evaluate grant applications and vendors, proposals and awards to ensure adherence to grants management Policies;

Measure grantee financial and management capacity and propose implementation strategies

Develop and analyze budgets for allowability, allocability and consistency for proposed activities in coordination with the proposed local partners. The Grants Manager will ensure adherence to budget lines, quantity and frequency/period of performance are in line with activity design.

Project: “Promotion of Equal Economic Opportunity and Resilience of Youth”

About the project:

With the financial support of the European Union Program for the Development of Democracy and Protection of Human Rights, the implementation of the project “Promotion of equal economic opportunities and sustainability of youth” in the Kyrgyz Republic has been launched. The project is implemented by the European Neighborhood Council (ENC) jointly with the Public Association “Kyrgyz Branch of the Internet Society of Icesocks” with the assistance of the Delegation of the European Union in the Kyrgyz Republic.

The goal of the project is to provide knowledge of the work of the digital and green economy to young people and women living in rural regions of the republic. This project provides for holding information events to increase the level of digital literacy in cooperation with the media and social networks, adapting and developing educational and methodological materials with representatives of the education sector, as well as conducting joint initiatives with representatives of the digital economy and government agencies to train young people to work in digital platforms in the e-government, e-commerce and digital economy sectors.

Technical task

Based on the above factors, the “Internet Society Kyrgyz Chapter” announces a competition among interested parties for the position of “Short-term consultant”, according to the following terms of reference.

Position:

Short term youth policy consultant

Tasks:

Conducting an analysis of youth policy in the Kyrgyz Republic, sectoral policies / strategies of public authorities involved in the implementation of the Concept of Youth Policy for 2020-2030; existing measures on emerging risks, threats, as well as the development of policy recommendations for the development of a plan for mitigation and impact (mitigation plan) in order to increase youth resilience, both at the national and local levels.

Due to the fact that youth is considered as a strategic resource for the development of the state and as a subject of society transformation, it is necessary to provide an expert review on the achievement of the Sustainable Development Goals, which are most relevant for the economic empowerment of young people in Kyrgyzstan in the following areas:

– gender equality, girls’ and women’s rights (Goal 5);

– Youth and sustainable economic growth, full employment and decent work (Goal 8);

– youth access to information technologies, the role of digital technologies (Goal No. 9);

– response to COVID-19.

Expected results:

Analytical report “Youth of Kyrgyzstan: economic opportunities in the context of the SDGs and digital transformation” for 20-30 pages, for use in the work of state, municipal authorities, the private sector, international organizations involved and interested in understanding the challenges of achieving the SDGs in the development of youth policy in Kyrgyz Republic.

Requirements for potential candidates:

  • Master’s degree in political or other social sciences;
  • At least 10 years of experience in government or international organizations in the areas of youth policy,
  • gender, education, human rights and peacebuilding;
  • General understanding of digital transformation processes in Kyrgyzstan;
  • Experience in developing strategic documents and analytical reports;
  • Languages: Russian and English.
  • Expected result requirements:

Free choice of research methodology;
Conducting desk research using open data of the National Statistical Committee of the Kyrgyz Republic on key SDG indicators;
Qualitative data collection, processing, preparation of analytical data with recommendations;
Analytical report must be submitted in Russian
Project duration:

The terms of reference must be completed between August 10 and September 25, 2022. Number of days: 10 working days.
