Advisory services: analysis of the youth policy of the Kyrgyz Republic “Internet Society Kyrgyz Chapter”

Project: “Promotion of Equal Economic Opportunity and Resilience of Youth”

About the project:

With the financial support of the European Union Program for the Development of Democracy and Protection of Human Rights, the implementation of the project “Promotion of equal economic opportunities and sustainability of youth” in the Kyrgyz Republic has been launched. The project is implemented by the European Neighborhood Council (ENC) jointly with the Public Association “Kyrgyz Branch of the Internet Society of Icesocks” with the assistance of the Delegation of the European Union in the Kyrgyz Republic.

The goal of the project is to provide knowledge of the work of the digital and green economy to young people and women living in rural regions of the republic. This project provides for holding information events to increase the level of digital literacy in cooperation with the media and social networks, adapting and developing educational and methodological materials with representatives of the education sector, as well as conducting joint initiatives with representatives of the digital economy and government agencies to train young people to work in digital platforms in the e-government, e-commerce and digital economy sectors.

Technical task

Based on the above factors, the “Internet Society Kyrgyz Chapter” announces a competition among interested parties for the position of “Short-term consultant”, according to the following terms of reference.

Position:

Short term youth policy consultant

Tasks:

Conducting an analysis of youth policy in the Kyrgyz Republic, sectoral policies / strategies of public authorities involved in the implementation of the Concept of Youth Policy for 2020-2030; existing measures on emerging risks, threats, as well as the development of policy recommendations for the development of a plan for mitigation and impact (mitigation plan) in order to increase youth resilience, both at the national and local levels.

Due to the fact that youth is considered as a strategic resource for the development of the state and as a subject of society transformation, it is necessary to provide an expert review on the achievement of the Sustainable Development Goals, which are most relevant for the economic empowerment of young people in Kyrgyzstan in the following areas:

– gender equality, girls’ and women’s rights (Goal 5);

– Youth and sustainable economic growth, full employment and decent work (Goal 8);

– youth access to information technologies, the role of digital technologies (Goal No. 9);

– response to COVID-19.

Expected results:

Analytical report “Youth of Kyrgyzstan: economic opportunities in the context of the SDGs and digital transformation” for 20-30 pages, for use in the work of state, municipal authorities, the private sector, international organizations involved and interested in understanding the challenges of achieving the SDGs in the development of youth policy in Kyrgyz Republic.

Requirements for potential candidates:

  • Master’s degree in political or other social sciences;
  • At least 10 years of experience in government or international organizations in the areas of youth policy,
  • gender, education, human rights and peacebuilding;
  • General understanding of digital transformation processes in Kyrgyzstan;
  • Experience in developing strategic documents and analytical reports;
  • Languages: Russian and English.
  • Expected result requirements:

Free choice of research methodology;
Conducting desk research using open data of the National Statistical Committee of the Kyrgyz Republic on key SDG indicators;
Qualitative data collection, processing, preparation of analytical data with recommendations;
Analytical report must be submitted in Russian
Project duration:

The terms of reference must be completed between August 10 and September 25, 2022. Number of days: 10 working days.
