Kyrgyzstan has actively pursued digitalization over the past decade. In 2018, the country adopted the “National Strategy for Sustainable Development –2040,” which identified building a digital state as crucial for the country’s future. The key component of the strategy was the Taza Koom Digital Transformation Program, which later evolved into the five-year program “Sanarip Kyrgyzstan” (Digital Kyrgyzstan). The years 2018, 2019 and 2020 were designated as the “Years of Development and Digitalization of Regions.”

Under the President Sadyr Zhaparov, digitalization has become a key area of sustainable development. On September 7, 2022, President Sadyr Zhaparov officially stated that “Digitalization is the main trend in world development today. Kyrgyzstan is actively undergoing digitalization in public administration, economy, education, and the social sectors.”

The “Sanarip Insan” project, supported by the European Union, aims to enhance the country’s capacity by creating an ecosystem and enabling environment, providing digital skills training to various segments of the population, particularly to women and youth in rural areas. It also aims to support the government’s efforts in increasing employment opportunities, fostering entrepreneurship, reducing inequality, and promoting inclusive, innovative, and sustainable economic development.

The project aligns with the national policy of modernizing the education system through the inclusive and effective use of information and communication technologies in relevant institutions, educational establishments, and advanced training programs. It emphasizes the widespread adoption of best practices using innovative tools and the creation of equal opportunities for education and training, especially for vulnerable groups like young women, girls, people with disabilities, and migrants. The Sanarip Insan project closely collaborates with the Ministry of Education and Science, the Ministry of Culture, Information, Sports and Youth Policy, and the Ministry of Digital Development.

Launched in March 2022, the Sanarip Insan project aims to boost digital literacy among youth, women, migrants, and rural residents. It promotes sustainable development through the use of digital platforms, social media, digital finance, and information technologies for online commerce and entrepreneurship.

To achieve this, the project uses diverse methods such as offline training in remote areas, webinars on modern technologies, and podcasts reaching distant villages and international forums.

On March 16, the “Sanarip Insan” project held a training in the village of At-Bashy.

The basis of the economy in the village of At-Bashi is animal husbandry, agriculture. Housewives are engaged in needlework, sewing a carpet made of felt -shyrdak. Recently, At-Bashi has been very popular with foreign tourists. Local needlewomen and farmers need basic digital skills to sell their products not only in Kyrgyzstan, but also abroad.

Training to improve the digital skills of the population in rural areas, this time is held on the topic “Electronic commerce”. In particular, the training participants learn in practice to take photos and videos (mobilography) of their products or services provided, edit, create a text description for them (copywriting) and place them on various electronic platforms.

More than 15 girls, women and young people took part in the training in Balykchy. During the training, the participants took pictures of their products in practice and posted photos on the Internet for presentation to their customers. Upon completion, all participants were awarded certificates stating that they had completed the training on “Electronic Commerce”.

We would like to thank the At-Bashy District Library and the “Center for Civic Education” of the Central Election Commission for their assistance in organizing training on “E-commerce”.

On March 15, the training of the project “Sanarip Insan” was held in the city of Naryn.

Naryn is an important trading post due to the proximity of the border with China, and the city itself is a free economic zone.

The basis of the district’s economy is animal husbandry and agriculture. The area of arable land is 27.4 thousand hectares. cereals, fodder crops, potatoes and vegetables are grown.

More than 20 girls, women and young people took part in the training in Naryn. During the training, the participants took pictures of their products in practice and posted photos on the Internet for presentation to their customers. Upon completion, all participants were awarded certificates stating that they had completed the training on “Electronic Commerce”.

Атап айтканда, тренингдин катышуучулары иш жүзүндө товар же сунуштала турган кызматтарды фото, видеого тартууну (мобилография), монтаждоону, алардын тексттик сыпаттамасын түзүүнү (копирайтинг) жана ар түрдүү электронлук аянтчаларга жайгаштыруу форматтарын өздөштүрүп жатышат.

Кочкор районундагы тренингге жалпы 15 кыз-келиндер, жаштар катышты. Алар “Элоктрондук коммерция” боюнча билимин жогорулатканы боюнча сертификаттарга да ээ болушту.

On March 13 the training in the region of the project “Sanarip Insan” continued in the village Bokonbaev.

Bokonbaev village is the center of ecological tourism in Kyrgyzstan. Every year it receives hundreds of tourists from different countries of the world. One of the villages with a strong strategic potential of agro-industrial direction. For example, in this village, currant and apricot festivals are held annually in August, which have already become traditional. Farmers can sell their products at the festival, and it is also a good opportunity for fruit and berry processors to present their products on the market. After the residents of this village take part in the training on e-commerce of the Sanarip Insan project, they can sell their goods/ services not only in Kyrgyzstan, but also abroad with the help of an online store.

More than 30 women and young people participated in the training in Bokonbaev village. During the training, the participants took pictures of their products in practice and posted photos on the Internet for presentation to their customers.They also received certificates for improving their knowledge in “Electronic commerce”.

Karakol is the administrative center of the Issyk-Kul region. It has a strong economic potential and is the fourth largest city in Kyrgyzstan. Karakol creates conditions for economic activity for residents of three surrounding districts; these are Jeti – Oguz, Tyup and Ak-Suu districts. Among the areas of activity – hotel and restaurant business, mountain tourism, beekeeping, animal husbandry, milk production, as well as the cultivation and processing of vegetables and fruits.

During the training, the participants took pictures of their products in practice and posted photos on the Internet for presentation to their customers. Upon completion, all participants were awarded certificates stating that they had completed the training on “Electronic Commerce”.

About the Sanarip Insan project

The project “Promotion of equal economic opportunities and sustainability of youth” (hereinafter Sanarip Insan) is implemented by the Public Association “Internet Society Kyrgyz Chapter ISOC” with the assistance of the Representative Office of the European Union in the Kyrgyz Republic. Sanarip Insan is aimed at developing digital knowledge and skills among young people and women living in the regions.

This project provides for information activities to increase the level of digital literacy in cooperation with the media and social networks; adaptation and development of educational materials with representatives of the education sector, as well as joint initiatives with stakeholders and government agencies to train young people to work on digital platforms – e–government, e-commerce and digital economy. The long-term goals of the project are to improve the indicators of youth protection in accordance with the 2030 Sustainable Development Goals.

According to the results of bilateral meetings with the Ministry of Education and Science of the Kyrgyz Republic, as well as in accordance with the Strategy for the Development of Education in the Kyrgyz Republic for 2021-2040, the focus on digitalization of education, including the creation of conditions for the formation of e-learning at all levels of education and the training of digital personnel is one of the priorities of the country’s development.

Based on the above-mentioned factors, theInternet Society Kyrgyz Chapter announces a competition among interested parties for the position of “Short-term consultant for the development of the Python programming language course”.

Tasks

The consultant will develop and prepare digital training courses in Kyrgyz on the topics specified in Appendix 1 “Python Course Content”. The course program consists of short 15-30 minute videos in Kyrgyz, text and test materials aimed at a wide audience for completing the course on online platforms (Learning management systems). The finished materials must be adapted for export to learning management systems such as Moodle LMS.

All materials developed within the framework of this Assignment are the property of the Sanarip Insan project and can be transferred to third parties only in agreement with the project.

Expected results

As a result of watching training videos, a potential student of the course should receive the following knowledge and skills, confirmed by a Certificate of completion of the course, which will be an addition to the portfolio when applying for a job:

Confident understanding of the basics of Python
Basic Python syntax and Data structures
Logic with conditions and cycles
Using collections in Python: lists, dictionaries, and so on

A potential candidate must meet the following requirements:

Knowledge of programming and programming languages (Python);
Work experience in the information technology sector;
Experience in conducting programming trainings for at least 5 years;
Experience working with projects in the information technology and programming training sector;
Skills of text processing, editing and processing of video materials;
Oral, written and educational communication skills;
Excellent knowledge of the Kyrgyz language;

Place of implementation – Bishkek

Accountability and coordination

As part of the execution of this technical assignment, the Consultant is accountable to the Coordinator of the Sanarip Insan project. The Consultant needs to inform the Coordinator about the progress of the assignment, and about any difficulties encountered in the process of doing the work.

Contract form

The contract is valid from March 6 to April 30, 2023. The number of paid working days is 15. The preferred form of the contract is a civil law contract for the provision of services, which requires the applicant to be registered as an individual entrepreneur or other legal entity.

Payment terms

Payment for the services rendered will be made upon the development of the course and its positive evaluation after testing on the basis of the invoice issued and the Acceptance Certificate of the services rendered by wire transfer by means of a payment order by transferring funds to the Contractor’s settlement account specified in the payment invoice. All tax and social deductions are real. The tasks will be included in the amount of the contract and are the responsibility of the Contractor. Information about reporting will be provided additionally.

Selection of applications

Based on the optimal cost approach, the Customer will select an expert taking into account the combination of:

(a) qualifications, knowledge and skills sufficient to carry out the acceleration program (70%), and

(b) financial proposal (30% of the total evaluation score).

Now, all podcast episodes of the project “Sanarip insan” are broadcast on air radio “Salam Batken”. The audience of this radio is more than 250 thousand listeners daily and all people have a chance to listen to the podcast of this project on air.

Radio “Salam Batken” is the main source of information in audio format in Batken (population 560 thousand people) region.

Batken one of the regions with the largest number of external migration and one of the main reasons is unemployment. Through the podcasts of the Sanarip Insan project, we encourage citizens to master digital skills, become a sought-after specialist in today’s realities, work and earn money without leaving the country. In addition, we encourage housewives – girls and women to start working, have mastered digital skills, and lead a prosperous life. In other words, we try to find answers to questions about how modern technologies change people’s lives, make their lives easier, save time, help them become specialists following modern requirements, tell in simple terms models of digital personalities that closely interact with information technologies, about their path, image and success.
