Пояснительная заметка

Поставщик услуг может подавать частично финансовое предложение только по одной определенной теме акселерационной программы. От поставщика услуг не ожидается внесение предложений по всем запрашиваемым темам.

Заказчик:

Проект «Продвижение равных экономических возможностей и устойчивости молодежи» (далее Санарип Инсан) реализуется European Neighborhood Councils и Общественным Объединением «Кыргызское Отделение Интернет Общества» (Айсок) при содействии Представительства Европейского Союза в Кыргызской Республике. Санарип Инсан направлен на развитие цифровых знаний и навыков у молодежи и женщин, проживающих в регионах Кыргызстана. Данный проект предусматривает проведение информационных мероприятий для повышения уровня цифровой грамотности в сотрудничестве со средствами массовой информации и социальными сетями; адаптацию и разработку учебно-методических материалов с представителями сектора образования, а также проведение обучающих мероприятий молодежи работе на цифровых платформах в области туризма, коммерции, образования, сельского хозяйства и других аспектов цифровой экономики.

Предмет: 

Для реализации акселерационной программы конкурса стартап проектов и цифровых инициатив Айсок приглашает поставщиков услуг (индивидуальных консультантов, тематических экспертов и консалтинговых компаний) выразить свою заинтересованность в предоставлении экспертных услуг. Конкурс стартапов пройдет до 31 августа 2023 года. Отобранные проекты пройдут акселерационную программу на кыргызском языке в период с 5 сентября по 5 октября 2023 года. Обучение будет проходить в онлайн режиме посредством инструментов Zoom, предоставляемых Айсок. Окончательный список тем зависит от профиля отобранных организаций. Предполагаются следующие темы:

  • Построение деловых предположений и проверка гипотез с помощью HADI циклов;
  • Финансовое моделирование и юнит экономика
  • Определение объема рынка (TAM, SAM, SOM)
  • Создание новых продуктов с помощью методологии Customer Development
  • Обслуживание клиентов (1 час)
  • Цифровой маркетинг и построение каналов продаж / продвижений
  • Цифровых платформы и ИТ решения для туристические сектора;
  • Цифровые платформы и ИТ решения для проектов в области электронной коммерции
  • Цифровые платформы и ИТ решения для проектов в области сельского хозяйства
  • Цифровые платформы и ИТ решения для проектов в области образования

Требования к поставщикам услуг (индивидуальным консультантам, консалтинговым компаниям):

Минимальные критерии для выбора поставщиков услуг обучения предпринимательству будут основаны на следующем:

  • Опыт ведения предпринимательской деятельности, работы по тематике преподавания не менее 5 лет;
  • Опыт работы проведения курсов не менее 3 лет;
  • Практический опыт участия и /или акселерационных программ;
  • Опыт проведения онлайн и оффлайн тренингов на кыргызском языком
  • Опыт реализации аналогичных проектов по обучению менторов/ предпринимателей;
  • Отзывы от конечных бенефициаров, выгодополучателей от проведенных вами консультационных услуг;
  • Опыт проведения лекций, тренингов на кыргызском языке

Ожидания от поставщика услуг / результаты

  • разработка и предоставление модулей по соответствующей теме, раздаточных документов, презентаций и приложений на кыргызском языке;
  • календарных планов проведения онлайн-семинаров, их согласование и утверждение с командой Айсок
  • разработка пре и пост тестов для проведения онлайн тренинга, раздаточных материалов и подготовку презентаций для тренинга
  • разработка практических заданий для самостоятельной работы участников (кейсов, практических ситуаций) и проверку их выполнения на тренингах;

По завершению тренинга поставщик услуг должен будет предоставить следующие документы:

  • Акт выполненных работ по каждому модулю;
  • Презентации, литература, раздаточные материалы
  • Табель учета времени (количество затраченных часов, timesheet)
  • Отчет по проведенным семинарам с фотографиями (Screenshot) после каждого проведенного семинара;

Для качественного выполнения услуг команда ISOC предоставит эксперту:

  •       Организует встречу на Zoom
  •       Формы и инструкции для отчетности;
  •       Обеспечит своевременную явку участников
  •       Предоставит дополнительную информацию при необходимости.

Поставщик услуг:

  •  Предоставит услуги в полном объеме в соответствии с данным техническим заданием.
  •  Будет координировать с командой ISOC все вопросы, связанные с оказанием услуги.
    Своевременно будет реагировать на комментарии, замечания и запросы

Место работы:

  • Онлайн-режим (4 недели)

Пакет заявки должен содержать следующие документы:

  1. Резюме с указанием опыта работы по реализации тренингов по смежным темам;
  2. Коммерческое предложение с указанием гонорара (обязательно указать в Евро), включая все расходы, связанные с реализацией вышеуказанных задач (согласно представленного шаблона).
  3. Юридические документы о компании заявителя. Обязательно приложите документ о том, что заявитель является собственником организации/ИП.

Предложения о выражении заинтересованности работой, включая расширенное коммерческое предложение и финансовое предложение, направлять в электронной форме c пометкой “Услуги тренеров” на [email protected] до 00:00 часов 15 сентября 2023 года.

Заявки, полученные позже указанного срока будут отклонены. Заявку можно предоставить как на кыргызском языке, на русском языке и на английском языках.

Legal Issues of Integrating Digital Evidence into the Criminal Procedural Legislation of the Kyrgyz Republic

The main objective of the research was a comprehensive study of the legal nature of digital evidence, their juridical significant features, as well as the formation of recommendations on their implementation in the criminal justice system of the Kyrgyz Republic in accordance with the Cyber Security Strategy.

To achieve this goal, the following tasks were set within the framework of this research:

1.studying the theoretical foundations of the concept and the legal nature of digital evidence, determining the legally significant features of digital evidence and generally recognized standards for their use;

2.analysis of the current criminal procedure legislation and law enforcement practice in criminal cases on the use of digital evidence;

3. studying the features of applying the special knowledge of a specialist and expert to work with digital evidence;

4. consideration of legal issues of integrating digital evidence into the criminal procedural legislation of the Kyrgyz Republic.

Within each of the above tasks, we provided a summary of key findings and conclusions, as well as recommendations for further consideration and implementation. As a practical result of the study, we have developed draft legal documents that are proposed for consideration by the relevant state bodies of the Kyrgyz Republic.

Based on the results of this study, we can state:

  1. Digital evidence is a legal term and characterizes the procedural and legal status of digital information.
  2. Digital information is a form of materialization of a person’s digital footprint in cyberspace.
  3. Digital evidence has a number of legally significant features (digital essence, abstractness, mediation, interpretability, fragility, unlimited copying, variety of forms, cross-border, qualified treatment).
  4. Internationally recognized standards for the use of digital evidence in the justice system include:
  • Ensuring the integrity and authenticity of digital evidence;
  • Documenting the process of working with digital evidence;
  • Support of specialists;
  • Qualification of bodies of inquiry;
  • Legal consistency.

In general, it should be noted that the technical means used in the justice system should serve the principles of individualization and personal nature of criminal liability and punishment (Articles 7 and 8 of the Criminal Code of the Kyrgyz Republic), not restrict a person’s freedom, but assist in proving circumstances of importance for the case, and the administration of justice within a particular case.

The integration of digital evidence into the criminal procedure legislation of the Kyrgyz Republic should be accompanied by the solution of a number of fundamental issues:

  • The Code of Criminal Procedure should define the place of digital evidence in the system of sources of evidence in a criminal case.
  • It is necessary to preserve and, in some cases, expand the effect of constitutional and legal guarantees of the inviolability of privacy in the course of criminal proceedings, including by strengthening the status of the investigating judge in matters of judicial control over the investigation.
  • It is necessary to legally correctly define the legal status, rights and obligations, as well as acceptable ways of communication with digital information providers, including those outside the jurisdiction of Kyrgyzstan.
  • Existing criteria for determining the admissibility of evidence should be supplemented by new criteria that apply exclusively to digital evidence.

Digital evidence can be introduced into the criminal procedure legislation of the Kyrgyz Republic through the adoption of 2 regulatory legal acts:

  • Law on Amendments and Additions to the Code of Criminal Procedure of the Kyrgyz Republic (creates a legal framework for the use of digital evidence)
  • Rules for the collection, seizure, storage and evaluation of digital evidence (govern the step-by-step actions of the persons involved in the collection, storage and examination of digital evidence).

ABOUT FORUM

On April 27, the second International Forum “Opportunities of Information Technologies for Girls in Central Asia” will be held in Bishkek, organized in honor of the International Day of “Girls in ICT”, which is celebrated in 195 countries around the world. The forum will feature local and international experts, successful women in the field of information technology, who will share their experiences and stories (storytelling) about the modern opportunities for girls.

The main guest of the forum is the Regional Director for CIS Countries of the International Telecommunication Union (ITU), Natalia Mochu, who will deliver a keynote speech.

The goal of the forum “Opportunities of Information Technologies for Girls in Central Asia” is to motivate and encourage youth, especially girls and women in remote rural areas, to study and obtain technological education, promote inclusivity and understanding of the gender digital divide, as well as support education in the fields of science, technology, engineering, and mathematics (STEM) and digital skills, and promote the careers of girls and young women in the field of information technology. One of the strategic objectives of the forum is to create conditions for sustainable development by expanding the socio-economic opportunities for women.

ISOC Kyrgyz Chapter Public Association is announcing a Competition for the provision of accounting services

The Accountant will manage bookkeeping and related financial activities of the ISOC Kyrgyz Chapter. ISOC runs several paralell projects run by team leaders, project managers with each requiring its own similar set of the accounting activities. Projects related to digital skills, internet connectivity, cyber security, school connectivity, digital literacy, research in technologies, artificial intelligence, advocacy and policy advisory.

Qualification requirements

At least 5 years of work experience in an accountant position.

Experience with international organizations’ accounting procedures is preferred

Knowledge of financial reporting procedures of the international organization (European Union, Soros Foundation, UNDP, USAID, US Embassy etc.).

University Degree in Finance, Accounting, or a related field.

English Language Proficiency preferred.

Professional Certificates, CAP preferred.

Excellent skills in accounting software and relevant computer applications.

Knowledge of 1C Accounting System preferred

Duties

1) Maintaining accounting and financial records, including:

a)      Maintaining books and records of financial assets, inventory management, and operating cost accounting;

b)     Tracking financial flows in accordance with the policies and procedures of international counterparts;

c)      Preparation of funding request forms and financial plans in accordance with the office budget;

d)     Transfer of taxes and other payments and fees to the relevant state organizations;

e)      Payroll management, including control of Staff’s vacation and sick days;

f)       Making payment of salaries to employees and other payments;

g)      Preparation of monthly and other reports in accordance with established forms;

h)     Perform other accounting-related duties upon the request of ISOC Project Managers;

i)       Ensure all data is correctly entered in 1C;

j)       Preparation and submission of required accounting reports to the Tax Department, Social Fund and Statistics Department.

2) Preparation required documents requested by external auditors as well as for due diligence procedures;

3) Preparation of necessary documents for the procurement of goods and services for office needs;

4) Assistance with making payments and writing expense reports when ISOC Kyrgyz Chapter Projects’ conducts events (seminars, trainings, conferences, and other events);

5) Documentation and inventory of equipment purchases;

6) Submission of reports on the accountant activities to the relevant project managers of ISOC Kyrgyz Chapter (timesheets, self-assessment of work forms, and others);

7) Assistance to ISOC Kyrgyz Chapter in the implementation of its programs in Kyrgyzstan;

8) Fulfillment of other necessary financial and administrative duties determined by the Project Managers of ISOC Kyrgyz Chapter;

9) Preparing pro-forma budgeting reports required for fundraising purposes
