“Борбор Азиядагы кыз-келиндерге маалыматтык-технологиядагы мүмкүнчүлүктөр” II эл аралык форум

27 апреля в Бишкеке прошёл второй международный форум “Возможности информационных технологий для девушек Центральной Азии”. На форуме выступили местные и международные эксперты, успешные женщины в сфере информационных технологий, которые поделились своим опытом. Спикеры коснулись актуальных тем, таких как запуск спутников в космос, освоение искусственного интеллекта, востребованные профессии современного мира и их будущее, использование социальных сетей с пользой, важность обеспечения безопасности в интернет-пространстве для себя и близких, а также значимость финансовой грамотности в современном мире и многое другое.

Форум был приурочен ко Дню “Девушки в информационно-коммуникационных технологиях”, который отмечается в 195 странах мира.

Заместитель министра Цифрового Развития Кыргызско Республики Индира Жанусаковна Шаршенова выступая со своей речью на форуме, отметила, что потенциал девушек в сфере ИКТ бесконечен:

“15% вакантных мест в сфере IT в государственной службе нашей страны занимаемы женщинами. Кроме того 5% пишут коды. Это тоже хороший показатель. Инициативы, мероприятия под руководством женщин, успешны и показывают хорошие результаты. Но, современные технологии должны быть доступны и для девушек в отдалённых сельских местностях. Например, они могут производить молочную пргодукцию, создавать что-то своими руками (рукодельницы) и т.д., реализовать их через электронную коммерцию. Следовательно, мы должны обучить наших граждан со всех регинов нашей страны информационно-технологическим навыкам.”

Также выступая со своей приветственной речью региональный директор по странам СНГ “Международного Союза Электросвязи” Наталья Мочу подчеркнула:

“Женщины и девочки не имеют ограничений, и имеют все возможности участвовать в сегодняшнем цифровом мире, зная, что они обладают талантами и стараясь получить необходимые знания.”

Председатель “Кыргызского Отделения Интернет Общества” Талант Султанов поделился своими мыслями о работе по поддержке женщин:

“Хочу сказать о принципах “Кыргызско Отделения Интернет Общества”. В первую очередь мы обращаем внимание на образование девушек и женщин. При организации мероприятий мы сначала задаём себе вопрос о том, интересно ли это девушкам и полезно ли это им. Принцип второй, уделяем особое внимание на регионы. Только 1% мероприятий, которые мы проводим, проходит в городе, остальные 99% мы стараемся организовывать в регионах. Следующий форум, возможно, мы проведем в Оше. И наконец, главный принцип: нам бы хотелось продвинуть кыргызский язык на первое место. Потому что в сфере цифровизации очень мало данных на кыргызском языке”, – сказал Т. Султанов.

Форум прошёл в гибридном формате. В нём приняли участие более 200 студентов, преподавателей, воспитателей, школьников, работницы текстильной сферы, мигранты и домохозяйки со всех уголков Кыргызстана и мира.

Цель форума “Возможности информационных технологий для девочек Центральной Азии” – мотивировать и поощрять молодежь, особенно девочек и женщин в отдаленных сельских районах, к изучению и получению технологического образования, способствовать инклюзивности и пониманию гендерного цифрового разрыва, а также поддерживать образование в области науки, технологий, инженерии и математики (STEM) и цифровых навыков, и поощрять карьеру девушек и молодых женщин в сфере информационных технологий. Одна из стратегических целей форума – создание условий для устойчивого развития путем расширения социально-экономических возможностей женщин.

Форум был организован при сотрудничестве Министерства образования и науки Кыргызской Республики, Министерства цифрового развития Кыргызской Республики, Международного Союза Электросвязи (ITU) и “Кыргызского Отделения Интернет Общества”.

С 2011 года во всем мире отмечается День “Девушки в информационно-коммуникационных технологиях”. По последним данным, за 12 лет эту дату отметили в 195 странах, в которых приняли участие более 600 000 девушек.

Internet Society Kyrgyz Chapter has signed a memorandum of cooperation with the Development Policy Institute to improve the digital literacy of women and youth in the region.

Based on this memorandum, both sides translate international educational materials on improving digital literacy into Kyrgyz and Russian, supplement the materials of local development partners, including the Development Policy Institute on financial literacy for adaptation and inclusion in the general training module, train young people, especially in remote areas without access to in the regions.

Digital tourism;

Digital Marketing;

E-commerce skills are taught on the basis of the Sanarip Insan project.

Also specialists of the “Tech4society” project of Internet Society Kyrgyz Chapter will conduct courses on “cybersecurity”.

The second round of regional training of the project “Sanarip Insan” continued in Bishkek on April 14.

Training to improve digital skills of the population in rural areas, this time is held on the theme of “E-commerce”. Each participant of this training event learns how to take photos and videos (mobileography) of their products or services, edit them, create a text description (copywriting) and place them on different electronic platforms.

In total, more than 20 girls and young people took part in the training. During the training, students were able to create photo/video content for their products and post them on their social media pages.

At the end of the training, all participants were given certificates that they had been trained in “E-Commerce”.

The project “Sanarip Insan” is implemented by the “European Neighborhood and Association Council”, “Internet Society Kyrgyz Chapter”, with the financial support of the European Union.

The second round of regional training of the project “Sanarip Insan” continued in Kara-Balta city on April 13.

This time the training to improve digital literacy is held on “E-commerce”. Each participant of this training event learns the basics of photography (mobileography), editing, creating a text description of the goods or services offered (copywriting) and the formats of placement on various electronic platforms.

All in all more than 20 women, girls and young men who are just starting or planning to start their own business took part in the training in Kara-Balta. During the training, students practiced taking pictures of their products, posting them online and offering them to their customers.

At the end of the one-day training, all participants also received certificates that they had completed e-commerce training.

The Sanarip Insan project is implemented by the European Neighborhood and Association Council and the Kyrgyz Internet Society, with financial support from the European Union.

Kyrgyzstan has actively pursued digitalization over the past decade. In 2018, the country adopted the “National Strategy for Sustainable Development –2040,” which identified building a digital state as crucial for the country’s future. The key component of the strategy was the Taza Koom Digital Transformation Program, which later evolved into the five-year program “Sanarip Kyrgyzstan” (Digital Kyrgyzstan). The years 2018, 2019 and 2020 were designated as the “Years of Development and Digitalization of Regions.”

Under the President Sadyr Zhaparov, digitalization has become a key area of sustainable development. On September 7, 2022, President Sadyr Zhaparov officially stated that “Digitalization is the main trend in world development today. Kyrgyzstan is actively undergoing digitalization in public administration, economy, education, and the social sectors.”

The “Sanarip Insan” project, supported by the European Union, aims to enhance the country’s capacity by creating an ecosystem and enabling environment, providing digital skills training to various segments of the population, particularly to women and youth in rural areas. It also aims to support the government’s efforts in increasing employment opportunities, fostering entrepreneurship, reducing inequality, and promoting inclusive, innovative, and sustainable economic development.

The project aligns with the national policy of modernizing the education system through the inclusive and effective use of information and communication technologies in relevant institutions, educational establishments, and advanced training programs. It emphasizes the widespread adoption of best practices using innovative tools and the creation of equal opportunities for education and training, especially for vulnerable groups like young women, girls, people with disabilities, and migrants. The Sanarip Insan project closely collaborates with the Ministry of Education and Science, the Ministry of Culture, Information, Sports and Youth Policy, and the Ministry of Digital Development.

Launched in March 2022, the Sanarip Insan project aims to boost digital literacy among youth, women, migrants, and rural residents. It promotes sustainable development through the use of digital platforms, social media, digital finance, and information technologies for online commerce and entrepreneurship.

To achieve this, the project uses diverse methods such as offline training in remote areas, webinars on modern technologies, and podcasts reaching distant villages and international forums.
