ISOC Kyrgyzstan announces a Competition for the provision of Grant Manager services

Information

With the financial support of the European Commission European Neighborhood Council in partnership with the Internet Society Kyrgyz Chapter Public Association is planning to implement a 30 month project “Promotion of equal economic opportunities and youth resilience” in Kyrgyz Republic.

The aim of the project is to provide knowledge of the work of the digital and green economy to young people and women living in rural regions of the Kyrgyz Republic. This project provides for holding information events to increase the level of digital literacy in cooperation with the media and social networks, adapting and developing educational and methodological materials with representatives of the education sector, as well as conducting joint initiatives with representatives of the digital economy and government agencies to train young people to work in digital platforms in the e-government, e-commerce and digital economy sectors.

Qualification requirements

University degree in a relevant field.

2-3 years of demonstrated experience in grants award and grants management. Relevant experience working with international donors

Management policies and procedures required.

Strong verbal, written communication skills / Organizational skills

Skills in recruitment, logistics and procurement

Proficient computer skills (word, excel, power point)

English, Kyrgyz and Russian language fluency required

Travel within Kyrgyz Republic and in the region possible

Ability to work well under pressure and under deadlines

Duties

The Grants Manager will be based in in Bishkek and will assist the Project Coordinator in the program’s grants portfolio and compliance with European Commission, European Union and ISOC rules and regulations

Assist in the process and development of calls for proposals and participate in subsequent review processes

Analyze and evaluate grant applications and vendors, proposals and awards to ensure adherence to grants management Policies;

Measure grantee financial and management capacity and propose implementation strategies

Develop and analyze budgets for allowability, allocability and consistency for proposed activities in coordination with the proposed local partners. The Grants Manager will ensure adherence to budget lines, quantity and frequency/period of performance are in line with activity design.

Monitor the grant financials to ensure that grant expenditures are in accordance with the grant ceilings. Take proactive steps to ensure compliance.

As necessary, perform site visits to monitor Grantee’s Performance;

Monitor the activity implementation both through site visits, online and offline audits and regular communication with grantees.

Negotiate, justify and seek approval for salary rates for local partner personnel and independent consultant agreements.

Provide regular updates for staff on grant implementation.

Draft grant-related correspondence (letters of receipt, rejection letters, close-out letters etc.).

Travel to regional areas and work independently to monitor activities

Travel within Kyrgyz Republic and in the region as required

Conditions

Hybrid work format with 3 days required in the office per week, coffee/tea, paid holidays, opportunity to be involved in new projects in new positions. Location of the office: 22 Togolok Moldo st., Bishkek, Kyrgyz Republic, 720040 (in front of the Bublik cafe).
