The best teachers of the ilimbox project

The teacher of the ilimbox project Temiralieva Cholpon won a competition among teachers of schools in Central Asia for the best lesson design with media literacy components.

As the author of the best works, she participated in the II Central Asian Conference on Media Information Literacy (# CAMILCon2021), which took place on October 14-15, 2021 in Bishkek.

She got the opportunity not only to participate, but also to speak and present her competitive lesson.

“I prepared and taught a lesson for 7th grade on the topic: pressures of solids. Used Kahoot in my tutorial! and materials of the ilimbox project and TikTok video. After the presentation, many liked the short and concise videos from the TikTok Ilimbox page. The competition was held as part of a project to improve media information literacy in Kyrgyzstan with the support of the Federal Ministry for Economic Cooperation and Development of Germany, Deutsche Welle Academy

Cholpon Kanybekovna, a physics teacher at the school-gymnasium of the village of Tamchy and the creator of the online lessons of the project “ilimbox – a source of digital knowledge.”

The ilimbox team employs experienced teachers from the Issyk-Kul region. Teachers develop online lessons on the ilimbox platform. The ilimbox team selected teachers and conducted trainings to improve digital skills.

After improving their digital skills, they began work on creating online lessons. Currently, online lessons in 12 subjects for high school students have been developed and posted.

Educational startup Ilimbox.kg is looking for teammates

The social startup Ilimbox is looking for specialists to develop an educational platform that helps schoolchildren receive high-quality distance education in an interesting way. Research on Personal Data in the Commercial Sector of the Kyrgyz Republic

Главной задачей исследования было выяснить, как «рынок», коммерческий[1] сектор в Кыргызской Республике обеспечивают исполнение законодательства при сборе и обработке персональных данных, непосредственно предоставленных пользователями[2], в условиях отсутствия органа, контролирующего исполнение законодательства.

По результатам нашего исследования мы можем утверждать, что подавляющее большинство изученных нами компаний нелегитимно собирают персональные данные, не ознакамливают пользователей о перечне собираемых персональных данных, целях их сбора и обработки, их правах, сроках хранения и об их защите.

Из просмотренных нами более 500 веб-сайтов компаний около 180 непосредственно собирают персональные данные (далее ПД) от пользователей. Подавляющее большинство собирают контактные данные пользователей для обратной связи и отправки информации об акциях и продукции компании.

 Из 180 собирающих ПД только 44 компании получают согласие. Однако, по данным нашего исследования, абсолютное большинство онлайн-форм получения согласия по обработке персональных данных не соответствуют законодательству по персональным данным КР. По действующему законодательству, отсутствуют нормы дачи электронного согласия на сбор и обработку ПД, кроме использования электронной подписи. Несмотря на то, что в законе имеется более упрощенная форма – «простая электронная подпись», из просмотренного количества лишь единичные веб-ресурсы используют ее для получения согласия на сбор и обработку ПД.

Из 180 веб-сайтов, которые запрашивали ПД, более 40 % веб-сайтов находились за пределами страны. При этом только шесть компаний в форме согласия отобразили пункты о трансграничной передаче данных.

Из 519 веб-сайтов только 17 (или 3 %) опубликовали на веб-сайтах Политику по обработке персональных данных[3]. Соответственно, они не ознакамливают пользователей с целями сбора ПД, условиями их обработки, хранения, уничтожения, правами и другими важными аспектами, связанными с ПД. Также необходимо отметить, что только одна компания из 519 разработала и опубликовала Политику обработки данных на кыргызском языке.

      Достаточно сложно сделать однозначные выводы об объемах и чрезмерности собираемых данных из-за отсутствия целей сбора, опубликованных компаниями. Но нами зафиксированы случаи сбора специальных категорий ПД[4] и сбор ПД, не соответствующих тексту получаемых согласий.

В целом можно составить портрет компаний в коммерческом секторе – компания собирает непосредственно от пользователей персональные данные только для маркетинговых рассылок, обратной связи или предоставления скидок; не получает легитимного согласия от пользователей на сбор и обработку ПД; не уведомляет пользователей о мерах, предпринимаемых для защиты ПД, о правах пользователей.

По результатам исследования можно сделать вывод, что отсутствие уполномоченного органа негативно сказывается на взаимоотношениях субъекта ПД с частным сектором. Субъекты ПД не могут реализовать свои законные права, коммерческий сектор фактически не соблюдает законодательство и другие акты по защите персональных данных страны. Также в ходе исследования, изучив законодательство страны, проверив исполнение прав субъектов ПД, проанализировав утечку ПД, мы считаем, что имеются существенные пробелы в законодательстве страны. К примеру, к основным можно отнести следующее: нечетко прописаны права по отзыву согласия, сложности при даче электронного согласия (только электронная подпись), отсутствуют нормы по уведомлению об утечке, возможность отписки от маркетинговых рассылок и защиты ПД детей и др.. 

[1]Вопрос сбора и обработки данных государственным сектором требует отдельного исследования.

[2]Необходимо отметить, что в исследовании мы разделяем понятия «непосредственно предоставляемые персональные данные» и «косвенно предоставляемые персональные данные». Исследование было проведено только по изучению непосредственно предоставляемых персональных данных. В последующих исследованиях мы рассмотрим косвенно предоставляемые персональные данные и отношение пользователей к ним.

[3]Документ, который часто также называют политикой конфиденциальности, определяет политику держателя/обработчика в отношении обработки персональных данных (далее Политика).

[4]В законе об информации персонального характера под специальными категориями понимаются расовое или этническое происхождение, национальная принадлежность, политические взгляды, религиозные или философские убеждения, а также данные, касающиеся состояния здоровья и сексуальных наклонностей.

ISOC Kyrgyz Chapter Public Association is a Competition for the provision of accounting services

The Accountant will manage bookkeeping and related financial activities of the ISOC Kyrgyz Chapter. ISOC runs several paralell projects run by team leaders, project managers with each requiring its own similar set of the accounting activities. Projects related to digital skills, internet connectivity, cyber security, school connectivity, digital literacy, research in technologies, artificial intelligence, advocacy and policy advisory.

Qualification requirements

At least 5 years of work experience in an accountant position.

Experience with international organizations’ accounting procedures is preferred

Knowledge of financial reporting procedures of the international organization (European Union, Soros Foundation, UNDP, USAID, US Embassy etc.).

University Degree in Finance, Accounting, or a related field.

English Language Proficiency preferred.

Professional Certificates, CAP preferred.

Excellent skills in accounting software and relevant computer applications.

Knowledge of 1C Accounting System preferred

Duties

1) Maintaining accounting and financial records, including:

a)      Maintaining books and records of financial assets, inventory management, and operating cost accounting;

b)     Tracking financial flows in accordance with the policies and procedures of international counterparts;

c)      Preparation of funding request forms and financial plans in accordance with the office budget;

d)     Transfer of taxes and other payments and fees to the relevant state organizations;

e)      Payroll management, including control of Staff’s vacation and sick days;

f)       Making payment of salaries to employees and other payments;

g)      Preparation of monthly and other reports in accordance with established forms;

h)     Perform other accounting-related duties upon the request of ISOC Project Managers;

i)       Ensure all data is correctly entered in 1C;

j)       Preparation and submission of required accounting reports to the Tax Department, Social Fund and Statistics Department.

2) Preparation required documents requested by external auditors as well as for due diligence procedures;

3) Preparation of necessary documents for the procurement of goods and services for office needs;

4) Assistance with making payments and writing expense reports when ISOC Kyrgyz Chapter Projects’ conducts events (seminars, trainings, conferences, and other events);

5) Documentation and inventory of equipment purchases;

6) Submission of reports on the accountant activities to the relevant project managers of ISOC Kyrgyz Chapter (timesheets, self-assessment of work forms, and others);

7) Assistance to ISOC Kyrgyz Chapter in the implementation of its programs in Kyrgyzstan;

8) Fulfillment of other necessary financial and administrative duties determined by the Project Managers of ISOC Kyrgyz Chapter;

Internet Society Kyrgyz Chapter is announcing Competition for the provision of services of the Project Coordinator

Background

With the financial support of the European Commission European Neighborhood Council in partnership with the Internet Society Kyrgyz Chapter Public Association is planning to implement a 30 month project “Promotion of equal economic opportunities and youth resilience” in Kyrgyz Republic.

The aim of the project is to provide knowledge of the work of the digital and green economy to young people and women living in rural regions of the Kyrgyz Republic. This project provides for holding information events to increase the level of digital literacy in cooperation with the media and social networks, adapting and developing educational and methodological materials with representatives of the education sector, as well as conducting joint initiatives with representatives of the digital economy and government agencies to train young people to work in digital platforms in the e-government, e-commerce and digital economy sectors.

Objective

The Project Coordinator will manage and coordinate project leading and implementation, team coordination, consultation and engagement with all relevant internal and external stakeholders. Project Coordinator is expected to provide expertise on the state of digital literacy, startup ecosystem, stakeholder cooperation.

Proven understanding of the current state of digital literacy in the Kyrgyz Republic
Proven track record of project management of at least 5 years
Proven track record of organizing and conducting startup related events

Prepare and conduct media campaigns with involvement of local bloggers and popular social media on media and digital literacy and importance of green skills development, a role of youth entrepreneurship, ways to launch creative start-ups, methods to foster e-business models with small budgets and tips for raising initial capital
Prepare and conduct activities for selection and engagement of young people, esp. young women, in starting a business through off-line and online skills development programs and a network of like-minded people to share experience
Execute offline training sessions for candidates who successfully pass inception stage to provide expert guidance, peer-to-peer learning as well as practical skills for elaboration of start-ups and support in getting funding from financial and investment institutions
Provide Legal and accounting support to start-ups during a trial period
Prepare and conduct activities supporting young people to pursue decent and digitally enabled work through career counseling, practice-based entrepreneurship in ICT area
Rolling out media and digital literacy, green and sustainable knowledge through formal and informal education settings to equip and enable young people to benefit from media- and information-rich environment and foster climate-friendly business practices
Create and implement visibility activities according to EU Visibility Guidelines for External Actions
Provide regular reports to the external stakeholders and steering committee

Internet Society Kyrgyzstan Chapter is a nonprofit organization founded in Bishkek in 2016 to bring better Internet connectivity to Kyrgyz Republic. The objective of ISOC HQ and local chapter dedicated to building “Healthy Internet for Future Generations”. The main features of the ilimbox platform

The Covid-19 pandemic has exposed shortcomings in the Kyrgyz education system and many problems have arisen. All schoolchildren and students had to study at home in the form of distance learning. With distance learning, the following problems arose:

  • Lack of training materials required for online learning, lack of available mobile phone materials and large file sizes;
  • Difficulty using online learning tools;
  • In some places, Internet access was poor and not available;
  • Lack of materials in Kyrgyz (60% of Kyrgyz-taught schools in Kyrgyzstan)
  • There are no materials that encourage students to study online and there is no platform for feedback between teacher and student;

There were problems with the lack of structuring of the teaching materials available (such as online video tutorials, tests, etc.).

Even before the pandemic, the Internet Society Kyrgyzstan Chapter had done a lot of important work in the field of education. At the moment, the ilimbox project, a digital source of knowledge, has been successfully implemented, the digital device has been placed in areas where there is no Internet connection.

The Kyrgyz Internet Society is working to address these issues, to develop an accessible educational platform that would regulate distance learning, increase the volume and consolidation of Kyrgyz language materials, provide feedback between teachers and students, and monitor student learning.

The ilimbox team has developed a system taking into account all the problems that arise during online training, and has the following advantages:

  • All video tutorials and educational materials are adapted for mobile phones, tablets and computers.
  • Calendar integration, reminders, return to recent reading, and more.
  • Interesting tests and fun interactive tasks.
  • For students not attending a temporary school, this is an opportunity to continue their studies without going beyond the curriculum.
  • Providing teachers with digital multimedia materials on subjects.
  • A training tool available during a pandemic and all training materials in one place.

The ilimbox team took into account all the news and developed an open educational platform.

Registration and use of the platform has been simplified. Users can register using their mobile phone number and email.

Books and teaching materials were adapted to computers, tablets and mobile phones; divided into classes, quarters and lessons within the framework of the calendar-thematic plan

The file size and quality of video tutorials have been reduced without loss of quality, which in turn allows you to use a low-speed Internet connection and save bandwidth. For example, if the file size of the book was originally 600 MB, on our platform it is 20 MB.

If the video tutorials are 300 MB on the YouTube platform, the ilimbox educational platform is only 30 MB and without any loss of quality.

This, in turn, gives great advantages to our schoolchildren, you can open at a low Internet speed and save Internet traffic.

Schoolchildren can easily watch video lessons and learn on the ilimbox platform without worrying about the speed and traffic of the Internet, because in our system all materials are compressed tens and even hundreds of times.

Why was it important to us?

Firstly, in our country there are places where the speed of the Internet connection is very weak, the file size is very important for such regions. Educational material (video tutorials, books, etc.) of small size and without loss of quality – this makes it comfortable to use the platform.

Secondly, schoolchildren can save Internet traffic, for example, if they watch one video lesson on YouTube, they can spend an average of 300 MB, and on the ilimbox platform they can watch video lessons, solve interactive problems and tests for 30 MB, and for the remaining Internet traffic can be spent on viewing other educational materials. Interactive tasks and informative tests test students’ knowledge and encourage them to learn.

The ilimbox team does not want to be satisfied with what has already been achieved, the future plans of the team are to fill it with interesting educational materials, prepare and post short videos of experiments in physics, chemistry and natural science for high school students in the Kyrgyz language.
