Internet Society Kyrgyz Chapter is announcing Competition for the provision of services of the Project Coordinator
Background
With the financial support of the European Commission European Neighborhood Council in partnership with the Internet Society Kyrgyz Chapter Public Association is planning to implement a 30 month project “Promotion of equal economic opportunities and youth resilience” in Kyrgyz Republic.
The aim of the project is to provide knowledge of the work of the digital and green economy to young people and women living in rural regions of the Kyrgyz Republic. This project provides for holding information events to increase the level of digital literacy in cooperation with the media and social networks, adapting and developing educational and methodological materials with representatives of the education sector, as well as conducting joint initiatives with representatives of the digital economy and government agencies to train young people to work in digital platforms in the e-government, e-commerce and digital economy sectors.
Objective
The Project Coordinator will manage and coordinate project leading and implementation, team coordination, consultation and engagement with all relevant internal and external stakeholders. Project Coordinator is expected to provide expertise on the state of digital literacy, startup ecosystem, stakeholder cooperation.
Qualification requirements
Bachelor’s degree required
Proven understanding of the current state of digital literacy in the Kyrgyz Republic
Proven track record of project management of at least 5 years
Proven track record of organizing and conducting startup related events
Proven track record of communicating, engaging and partnering with different stakeholders
Strong verbal, written communication skills / Organizational skills
Advanced digital skills: Office, Internet, apps (Google, Microsoft services, Telegram, Signal), cloud services (Zoom, Teams, Webex) – disclose in CV
Skills in human resource administration, logistics and procurement procedures
Fluent in writing and speaking English, Kyrgyz and Russian.
Ability to work under difficult circumstances
Ability to work well under pressure and under deadlines
Scope of Work
Prepare and conduct consultations and cooperation with national and local authorities on responsive youth and information policy development
Analysis of existing and emerging risks and threats and development of mitigation plan to strengthen youth resilience
Prepare and conduct media campaigns with involvement of local bloggers and popular social media on media and digital literacy and importance of green skills development, a role of youth entrepreneurship, ways to launch creative start-ups, methods to foster e-business models with small budgets and tips for raising initial capital
Prepare and conduct activities for selection and engagement of young people, esp. young women, in starting a business through off-line and online skills development programs and a network of like-minded people to share experience
Execute offline training sessions for candidates who successfully pass inception stage to provide expert guidance, peer-to-peer learning as well as practical skills for elaboration of start-ups and support in getting funding from financial and investment institutions
Provide Legal and accounting support to start-ups during a trial period
Prepare and conduct activities supporting young people to pursue decent and digitally enabled work through career counseling, practice-based entrepreneurship in ICT area
Rolling out media and digital literacy, green and sustainable knowledge through formal and informal education settings to equip and enable young people to benefit from media- and information-rich environment and foster climate-friendly business practices
Create and implement visibility activities according to EU Visibility Guidelines for External Actions
Provide regular reports to the external stakeholders and steering committee
Conditions
Duration of the contract: 30 month, starting from October 1, 2021
Location: Bishkek with field trips to the regions

Internet Society Kyrgyzstan Chapter is a nonprofit organization founded in Bishkek in 2016 to bring better Internet connectivity to Kyrgyz Republic. The objective of ISOC HQ and local chapter dedicated to building “Healthy Internet for Future Generations”. Over the past five years ISOC Kyrgyzstan chapter conducted research about Internet connectivity, established sustainable community networks in Suusamyr, brought internet in a box to the most remote schools and established the Ilimbox educational platform.
Currently, ISOC Kyrgyzstan Chapter intends to build community networks in Enilchek, Kyzyl Oy, and Zardaly in Kyrgyz Republic. ISOC provides advisory to bring innovative connectivity models to schools of Central Asia as part of GIGA Accelerate Project. ISOC has plans to bring more cybersecurity and data protection solutions for the civil society of the country.
