Video Production Services

About the project Sanarip Insan.

The project «Promotion of Equal Economic Opportunities and Youth Sustainability» (hereinafter referred to as Sanarip Insan) is implemented by the Public Association «Internet Society Кyrgyz Chapter» with the support of the European Union Representation in the Kyrgyz Republic.

Sanarip Insan aims to develop knowledge and skills in the field of digital and green economy among youth and women residing in rural areas. The project involves conducting informational events to enhance digital literacy in collaboration with mass media and social networks, as well as adapting and developing educational materials in partnership with representatives from the education sector. It also includes organizing joint initiatives with stakeholders and government bodies to educate youth about working on digital platforms such as e-government, e-commerce, and digital economy. The long-term goals of the project are to improve the indicators of youth well-being in line with the Sustainable Development Goals 2030.

As part of the project, training has been conducted in all regions of the country. Training on digital tourism and e-commerce were organized in 10 densely populated districts of Kyrgyzstan, with the participation of young people, women, and entrepreneurs from the tourism and commerce sectors.

The training lasted for 2 days, during which participants enhanced their basic digital skills and knowledge using the MISTT (Mobile Internet Skills Training Toolkit) methodology for working on digital tourism platforms and effectively using social media platforms such as Instagram, TikTok, and Facebook. They also learned how to register and use Google My Business, messaging apps like WhatsApp and Telegram, Google Maps and 2GIS, and booking platforms such as Booking.com, Airbnb, Expedia, Agoda, Bronevik.com. They also received insights on review websites like TripAdvisor.com, Shelter PMS, Edelweiss, Fidelio, and WebPMS Traveline, as well as systems for hotel management automation. At the end of the training, participants were awarded certificates.

During the “E-commerce” training? participants acquired the following skills:

  • Presenting products or services using photos, videos and text in accordance with modern market requirements.
  • Creating textual descriptions.
  • Learning the secrets of writing and copywriting texts for advertisements, posts, articles and technical assignments.
  • Practicing mobile photography (mobilography).
  • Mastering the secrets of shooting, editing and posting content on electronic platforms using relevant applications.

Based on the above, the Internet Society Kyrgyz Chapter announces a competition among interested organizations/expert groups to provide services for the production of video clips showcasing success stories of project beneficiaries.

For a video production service provider:

The video shoot will take place at locations proposed by the Client. The video shoot should involve the work of videographer, lighting technician and director. All shooting and lighting equipment will be provided by the Service Provider.

The plan includes shooting a hero video. The total number of videos is 8 (7 success story videos and 1 overall overview). The duration of each video should range from 3 minutes to 5 minutes.

The editing process may involve assembling the captured footage and editing according to the approved script. A rough video edit should be presented to the Client for approval. Any feedback or suggestions from the Client should be incorporated, which may involve adjustments to the video sequence. A final video edit is done based on the Client’s feedback. The video clip is then provided to the Client for final approval.

Description of the scope of work:

  • Preparation for the shoot; 
  • Filming process (organizing the shoot with professional equipment at approved locations); 
  • Multimedia post-production (visual effects, graphic design, digitization and processing of raw footage, video editing, color correction, sound design, insertion of animations and other components); Delivery of the final materials on a portable storage device or via cloud storage.

Expected outcomes:

The technical specifications should be completed between June 25 and August 25, 2023. The delivery deadlines for the products will be discussed between Aisok and the selected Service Provider upon contract agreement. The Service Provider should seek client approval for the project deliverables at each stage. Please refer to Appendix 1 for examples of materials.

Key characteristics of the deliverable include:

  • high quality video sequences;
  • dynamic video with elements of storytelling;
  • key message transmission;
  • subtitled in Russian and English.

Products:

  • Three language versions of the main final video (with Kyrgyz original, version with Russian and English subtitles) lasting from 3 to 5 minutes in dynamic video format using infographics.
  • Three language versions of the overview video (with Kyrgyz original, version with subtitles in Russian and English) lasting from 10 to 15 minutes in the format of a dynamic video with the use of infographics.
  • Videos adapted for social networks (Instagram, Facebook, TikTok).
  • Treated photos.
  • All source files.

Requirements for video material:

  • The contractor shall ensure the creation of a visual design with graphic elements, infographics and animations, a final splash screen with all logos. The design of the graphic elements must comply with the parameters described in the handbook on graphic requirements;
  • The contractor must provide professional high quality transitions, high quality sound, Kyrgyz language voiceover and appropriate background music in the video. The contractor provides background music in compliance with copyrights;
  • The Contractor is to submit the preliminary result for review and approval by the Client on 25 August 2023 and the final version on 5 September 2023.
  • Once the contract has been signed, the scope of work includes:
    • Meeting with the Sanarip Insan project team to discuss the video script and shooting schedule
    • Preparation of the script/scenario and getting approval from the project
    • Shooting in Osh, Jalalabad, Chui, Naryn, Issyk-Kul, Talas and Batken oblasts (one shoot in each location)
    • Production of the first version of the video, receiving feedback from the project
    • Production of the final versions
    • Submission of the final version with subtitles.

Transfer of result: 

The Contractor will provide the final Full HD version of the video production (all video footage) and the entire archive of video and sound files on hard disk. The Contractor will also place the files on a file-sharing service and provide the Client with a link to download the file. When materials are transferred all rights (use and distribution) of ownership are transferred to Sanarip Insan Project in the Kyrgyz Republic.

All materials developed under this Assignment are the property of the Sanarip Insan project and may be transferred to third parties only by agreement with the project.

Location of implementation — all regions of Kyrgyzstan

Accountability and coordination

In the execution of this assignment, the Consultant shall report to the Project Coordinator, Sanarip Insan. The Consultant shall keep the Coordinator informed of the progress of the assignment and of any difficulties encountered in the execution of the work.

Form of contract

The preferred form of the contract is a civil law contract for the provision of services, which requires the applicant to be registered as a legal entity or sole proprietorship.

Terms of payment

Payment for services rendered will be made upon production of the video clips and upon inspection thereof on the basis of the invoice issued and the Acceptance Certificate for services rendered by bank transfer by bank transfer to the Contractor’s current account specified in the payment invoice. All tax and social charges under this assignment will be included in the contract amount and are the responsibility of the Contractor and the submission of an «Electronic Invoice» (EIB) to the Tax Office. Reporting information will be provided additionally.

About the Sanarip Insan project

The project «Promotion of equal economic opportunities and sustainability of youth» (hereinafter Sanarip Insan) is implemented by the Public Association «Internet Society Kyrgyz Chapter ISOC» with the assistance of the Representative Office of the European Union in the Kyrgyz Republic. Sanarip Insan is aimed at developing digital knowledge and skills among young people and women living in the regions.

This project provides for information activities to increase the level of digital literacy in cooperation with the media and social networks; adaptation and development of educational materials with representatives of the education sector, as well as joint initiatives with stakeholders and government agencies to train young people to work on digital platforms — e–government, e-commerce and digital economy. The long-term goals of the project are to improve the indicators of youth protection in accordance with the 2030 Sustainable Development Goals.

According to the results of bilateral meetings with the Ministry of Education and Science of the Kyrgyz Republic, as well as in accordance with the Strategy for the Development of Education in the Kyrgyz Republic for 2021-2040, the focus on digitalization of education, including the creation of conditions for the formation of e-learning at all levels of education and the training of digital personnel is one of the priorities of the country’s development.

Based on the above-mentioned factors, theInternet Society Kyrgyz Chapter announces a competition among interested parties for the position of “Short-term consultant for the development of the Python programming language course”.

Tasks

The consultant will develop and prepare digital training courses in Kyrgyz on the topics specified in Appendix 1 “Python Course Content». The course program consists of short 15-30 minute videos in Kyrgyz, text and test materials aimed at a wide audience for completing the course on online platforms (Learning management systems). The finished materials must be adapted for export to learning management systems such as Moodle LMS.

All materials developed within the framework of this Assignment are the property of the Sanarip Insan project and can be transferred to third parties only in agreement with the project.

Expected results

As a result of watching training videos, a potential student of the course should receive the following knowledge and skills, confirmed by a Certificate of completion of the course, which will be an addition to the portfolio when applying for a job:

 

  • Confident understanding of the basics of Python
  • Basic Python syntax and Data structures
  • Logic with conditions and cycles
  • Using collections in Python: lists, dictionaries, and so on

A potential candidate must meet the following requirements:

 

  • Knowledge of programming and programming languages (Python);
  • Work experience in the information technology sector;
  • Experience in conducting programming trainings for at least 5 years;
  • Experience working with projects in the information technology and programming training sector;
  • Skills of text processing, editing and processing of video materials;
  • Oral, written and educational communication skills;
  • Excellent knowledge of the Kyrgyz language;

Payment terms

Payment for the services rendered will be made upon the development of the course and its positive evaluation after testing on the basis of the invoice issued and the Acceptance Certificate of the services rendered by wire transfer by means of a payment order by transferring funds to the Contractor’s settlement account specified in the payment invoice. All tax and social deductions are real. The tasks will be included in the amount of the contract and are the responsibility of the Contractor. Information about reporting will be provided additionally.

Проект “Санарип Инсан” ОО Кыргызское Отделение Интернет Общества проводит конкурс на оказание услуги проведения оффлайн и гибридного формата тренингов по электронной коммерции для сельской молодежи и женщин Кыргызской Республики.

Условия подачи заявок

  1. Краткое описание методологии и инструментов, которые могут быть использованы на кыргызском языке;
  2. Резюме, включая прошлый опыт и контакты рекомендодателей из аналогичных проектов;
  3. Финансовое предложение, которая должна включать все затраты по поездке, проживанию и всех сопутствующих расходов, возникающих при проведении оффлайн тренингов в целевых молодежных центрах;

О проекте Санарип Инсан

Проект «Продвижение равных экономических возможностей и устойчивости молодежи» (далее Санарип Инсан) реализуется Общественным Объединением «Кыргызское Отделение Интернет Общества Айсок» при содействии Представительства Европейского Союза в Кыргызской Республике. Санарип Инсан направлен на развитие цифровых знаний и навыков у молодежи и женщин, проживающих в регионах. Данный проект предусматривает проведение информационных мероприятий для повышения уровня цифровой грамотности в сотрудничестве со средствами массовой информации и социальными сетями; адаптацию и разработку учебно-методических материалов с представителями сектора образования, а также проведение совместных инициатив по цифровой экономике с заинтересованными сторонами и государственными органами по обучению молодежи работе на цифровых платформах – электронное правительство, электронная коммерция и цифровой экономика.

В рамках проекта вовлеченные представители молодежи и женщины получат необходимые знания и навыки для успешного начала деятельности на кыргызских и международных цифровых платформах электронной коммерции, цифровых кошельках, досках объявлений, маркетплейсах, получат передовые предпринимательские навыки с применением информационных технологий. Результатом деятельности проекта является улучшение индикаторов защищенности молодежи по Целям Устойчивого Развития 2030 и защиты прав человека.

Цель технического задания

Цель настоящего технического задания – предоставить услуги для проведения тренингов на местах и обучающих курсов гибридного формата по электронной коммерции для повышения устойчивости сельской молодежи и женщин посредством занятости на платформах электронной коммерции. Technical specification for translation and adaptation of training materials “Computer literacy programs” into Kyrgyz and Russian languages

The course program consists of the following sessions (presentations, text and video materials):

Course 1 – Work with computers (Computer literacy)

Course 2 – Access information online (Access to information on the Internet)

Course 3 – Communicate online (Online Communication)

Course 4 – Participate safely and responsibly online (Safe and responsible use of the Internet)

Course 5 – Create digital content (Creating digital content)

Course 6 – Collaborate and manage content digitally (Digital collaboration and content management)

Scope of work and expected results:

The terms of reference must be completed between February 24 — April 24, 2023. ISOC will discuss the terms of delivery of products with the selected Contractor when concluding the contract. The contractor needs to coordinate with the client at each stage the projects of products (translations of materials and audio and video materials, presentations). See Appendix 2 and Appendix 3 for material examples.

Бухгалтер будет управлять бухгалтерией и соответствующей финансовой деятельностью кыргызского отделения ISOC. ISOC ведет несколько параллельных проектов, которыми управляют руководители групп и менеджеры проектов, каждый из которых требует своего собственного аналогичного набора бухгалтерских операций. Проекты, связанные с цифровыми навыками, подключением к Интернету, кибербезопасностью, подключением к школам, цифровой грамотностью, исследованиями в области технологий, искусственным интеллектом, защитой интересов и политическим консультированием.

Квалификационные требования

Опыт работы не менее 5 лет на должности бухгалтера.

Приветствуется опыт работы с бухгалтерскими процедурами международных организаций

Знание процедур финансовой отчетности международных организаций (Европейский Союз, Фонд Сороса, ПРООН, USAID, Посольство США и т.д.).

Высшее образование в области финансов, бухгалтерского учета или смежных областях.

Приветствуется владение английским языком.

Наличие профессиональных сертификатов, CAP приветствуется.

Отличные навыки работы с бухгалтерскими программами и соответствующими компьютерными приложениями.

Приветствуется знание бухгалтерской системы 1С.

Обязанности

1) Ведение бухгалтерского и финансового учета, в том числе:

а)      Ведение книг и учет финансовых активов, управление запасами и учет операционных затрат;

б)     Отслеживание финансовых потоков в соответствии с политиками и процедурами международных партнеров;

в)      Подготовка форм запросов на финансирование и финансовых планов в соответствии с бюджетом офиса;

г)     Перечисление налогов и других платежей и сборов в соответствующие государственные организации;

e)      Управление расчетом заработной платы, включая контроль отпусков и больничных дней персонала;

f)       Осуществление выплаты заработной платы работникам и других выплат;

ж)      Подготовка ежемесячных и иных отчетов по установленным формам;

h)     Выполнение других обязанностей, связанных с бухгалтерским учетом, по запросу руководителей проектов ISOC;

и)       Убедитесь, что все данные правильно введены в 1С;

j)       Подготовка и подача необходимой бухгалтерской отчетности в Налоговый департамент, Социальный фонд и Департамент статистики.

2) Подготовка необходимых документов, запрошенных внешними аудиторами, а также для процедур должной осмотрительности;

3) Подготовка необходимых документов для закупки товаров и услуг для канцелярских нужд;

4) Помощь в проведении платежей и составлении отчетов о расходах при проведении мероприятий Кыргызского отделения ISOC (семинары, тренинги, конференции и другие мероприятия);

5) Документация и опись закупок оборудования;

6) Предоставление отчетов о деятельности бухгалтера соответствующим руководителям проектов Кыргызского отделения ISOC (табели учета рабочего времени, формы самооценки работы и др.);

7) Содействие кыргызскому отделению ISOC в реализации его программ в Кыргызстане;

8) Выполнение других необходимых финансовых и административных обязанностей, определенных Менеджерами проектов Кыргызского отделения ISOC;

9) Подготовка предварительных бюджетных отчетов, необходимых для сбора средств.

Кыргызское Отделение Интернет общества — некоммерческая организация, основанная в Бишкеке в 2016 году для улучшения подключения к Интернету в Республике. Цель штаб-квартиры ISOC и местного отделения посвящена созданию «Здорового Интернета для будущих поколений». За последние пять лет отделение ISOC в Кыргызстане провело исследование по подключению к Интернету, создало устойчивые общественные сети в Суусамыре, доставило Интернет в коробки в самые отдаленные школы и создало образовательную платформу Ilimbox.

В настоящее время кыргызское отделение ISOC намеревается создать сети сообществ в Энилчеке, Кызыл Ой и Зардалы в Кыргызской Республике. ISOC предоставляет консультации по внедрению инновационных моделей подключения в школы Центральной Азии в рамках проекта GIGA Accelerate. ISOC планирует предоставить гражданскому обществу страны больше решений в области кибербезопасности и защиты данных.

Для обеспечения медиа покрытия всех проектов требуется специалист по социальным сетям для повышения узнаваемости населения о проектах организации, о вопросах цифровой грамотности, цифровых профессиях, кибербезопасности посредством активного размещения историй, постов в Инстаграм / Фейсбук, изготовлением и размещением видеороликов в Тикток.

О проекте:

При финансовой поддержке Программы Европейского Союза по развитию демократии и защите прав человека начата реализацию проекта «Продвижение равных экономических возможностей и устойчивости молодежи» в Кыргызской Республике. Проект реализуется European Neighborhood Council (ENC) совместно с Общественным Объединением «Кыргызское Отделение Интернет Общества Айсок» при содействии Представительства Европейского Союза в Кыргызской Республике.

Целью проекта является обеспечение знаниями работы цифровой и зеленой экономики молодежи и женщин, проживающих в сельских регионах республики. Проект планирует закупить офисную мебель (рабочие столы, офисные стулья, офисные кресла) согласно технического задания (в приложении).  Коммерческое предложение должно быть в фирменной шапке, с платежными реквизитами в национальной валюте, сроками поставки, гарантиями на мебель, условиями оплаты, с подписью и печатью. Общие сведения

При финансовой поддержке Программы Европейского Союза по развитию демократии и защите прав человека начата реализацию проекта «Продвижение равных экономических возможностей и устойчивости молодежи» в Кыргызской Республике. Проект реализуется European Neighborhood Council (ENC) совместно с Общественным Объединением «Кыргызское Отделение Интернет Общества Айсок» при содействии Представительства Европейского Союза в Кыргызской Республике.

В рамках данного и других проектов, у Кыргызского Отделения Интернет Общества накопилось много цифровых видеоактивов. Видеоматериалы включают в себя онлайн интервью, подсъемки с поездок по регионам, видеосюжеты с оффлайн мероприятий и другие. Данные материалы необходимо обработать, отредактировать и сделать короткие нарезки, составить соответствующие аннотации и опубликовать на видеоресурсах Айсок (Youtube Shorts, Tik Tok, Instagram Reels, Linkedin, веб сайт), а также для последующего распространения среди отобранных блоггеров.

Требования
Потенциальный кандидат должен:

владеть кыргызским языком, т.к. 80% материалов на кыргызском языке.
владеть английским языком, т.к. 10% материалов на английском языке
уметь работать на программах обработких видео (перечислить в резюме)
уметь работать на платформах Youtube, Tik Tok, Instagram (редактировать видео, делать нарезки, проставлять метки, геотеги, дополнительные ссылки к видео)
уметь составлять грамотные полноценные аннотации к видеоматериалам
уметь составлять отчетность по видеопросмотрам на основе аналитических данных цифровых платформ
основы мобилографии желательно
быть дисциплинированным в выполнении поставленных задач
быть самостоятельным в организации структуры и порядка выполнения задач

Обязанности

В задачи медиа-криэйтора проекта, в частности, входит:

Аннотацию для размещения в Youtube, Youtube Shorts, Instagram Reels, Tik Tok
Создавать короткометражные видеонарезки
Обрабатывать накопленные видео материалы
Размещать на цифровых платформах организации
Участие в экспертных встречах в рамках проекта
Коммуникационные навыки (рассказывать свои идеи, своевременно оповещать о ходе реализации задач, доносить свои мысли в устной и письменной форме)
Содействовать в реализации идей команды
Условия
Это краткосрочный проект сроком 2-3 месяца с возможностью последующей занятости на контрактной основе. Работа требует регулярного присутствия в офисе. Офис в центре города. Оплата ежемесячная на контрактной основе. Оплата перечислением на банковский счет в национальной валюте. Резюме вместе со ссылками на примеры работ отправлять строго на электронную почту [email protected] до 30 августа 2022 года с темой «Media Creator». Резюме именовать «ФИО на английском языке» в формате doc или pdf. Все сопроводительные письма прилагать в одном файле с резюме. Проект планирует закупить офисную мебель (рабочие столы, офисные стулья, офисные кресла) в количестве 30 штук. В связи с чем просьба отправлять коммерческие предложения с изображением рабочих столов, офисных стульей и офисных кресел стоимость до 14000 сом. На основе поданных коммерческих предложений будет составлена тендерная заявка.
