We are pleased to announce the launch of the First Edition of the Global Index on Responsible AI. This groundbreaking report underscores a significant lag in global progress toward responsible AI, particularly in comparison to the rapid development and adoption of AI technologies. It highlights major gaps worldwide, with a special focus on protecting the rights of underserved and marginalized groups.

The Global Index on Responsible AI provides a comprehensive evaluation across 19 thematic areas of responsible AI, categorized into three dimensions: Human Rights and AI, Responsible AI Governance, and Responsible AI Capacities. Each thematic area assesses the performance of three critical pillars within the responsible AI ecosystem: government frameworks, government actions, and non-state actors’ initiatives.

As part of the report, an extensive expert survey was conducted by Aziz Soltobaev, consisting of 1,862 questions (98 per thematic area), to evaluate the conditions and actions advancing responsible AI in the Kyrgyz Republic over the period from November 2021 to November 2023.

This report aims to offer practical guidance for stakeholders and decision-makers, supporting the drafting of national legislation and bylaws that ensure AI policies are implemented in a fair and responsible manner. Key take-away insights about AI Governance in Central Asia:

  • Central Asia has a lower average score than Eastern Europe in the Global Index on Responsible AI (GIRAI). The GIRAI report assessed 12 countries in Eastern Europe and 5 in Central Asia.
  • Uzbekistan has the highest score in Central Asia for responsible AI, with three presidential orders that address the accelerated introduction and development of artificial intelligence. Uzbekistan also leads the region in terms of government frameworks related to responsible AI.
  • Kazakhstan has the largest number of government initiatives related to responsible AI among the Central Asian countries, ranking second in the region for responsible AI. Kazakhstan’s initiative includes social protection for platform workers using AI tools.
  • Kyrgyzstan is the third highest-ranking country in Central Asia for responsible AI, primarily due to its strong performance in the non-governmental sector. Kyrgyzstan’s score is lower due to the scarcity of government frameworks and initiatives related to responsible AI.
  • Tajikistan has a national strategy document for AI, but it addresses only 5 of the 19 thematic areas covered in the GIRAI. Tajikistan scores relatively high in Responsible AI Governance but has the least active non-governmental sector.
  • Turkmenistan has the lowest score in the region for responsible AI, with no government frameworks related to the responsible use of artificial intelligence and few initiatives from the non-governmental sector.
  • Only Tajikistan in the region have national AI policy documents. Other countries address the thematic areas of GIRAI through separate government documents.
  • The GIRAI report identified human oversight as a critical factor in ensuring the safe operation of AI and maintaining public trust, but neither region has any government frameworks or initiatives in this area.

Key take-away insights about AI Governance in Kyrgyzstan:

  • Kyrgyzstan has the third highest score in the responsible AI index among Central Asian countries, with a score of 7.4 points out of 100.
  • Kyrgyzstan’s ranking is largely due to its strong performance in the non-governmental sector, where it significantly outpaces all other countries in the region.
  • Kyrgyzstan has received a high rating for Responsible AI Governance, second only to Uzbekistan in the region.
  • However, due to the scarcity of government frameworks and initiatives related to responsible AI, Kyrgyzstan scored lower in the Responsible AI Index.
